Yes it is for the fuel pump, and likely the wire harness that runs under there to power the folding seats.

I was an ASE tech for 20 years, and IMO there are many that would not cut it as good as the factory did, because they don’t care, They would use whatever they have handy, be it an old razor Blade or a pair of dull scissors that tear the carpet.
I have seen many techs that use whatever is handy instead of the correct tool for the job. My father taught me that you always use the right tool for the job, and if you don’t have it, buy or make it.
ASE techs are typically required to provide and pay for their own tools. I have seen many occasions where techs didn’t have a metric tool and made an SAE tool “work” stripping the hell out of the bolt in the process. It isn’t their car, they aren’t trained to care so they don’t.
there is OEM Velcro in that area however it isn’t very good, I added more because I ran 8 gauge power and ground wires and the RCA wires, for the sub and while they are run through the existing cable channel away from the pump the carpet bulges more now. Had I not installed the sub I likely never would have noticed.
however note that there is an air gap between the carpet and the pump. If you are concerned and kids feet stomping on the pump, and you are handy, you might want to make a little wood or plastic frame to sit on top of the pump to support the carpet.
I don’t have little ones, and likely will never use the third row. It is folded down since purchase and I can’t foresee it ever being lifted, I bought the truck for towing and cargo space, not people space.
